Have a look at the Voip forum.

I have NTL for Broadband and make my calls via Blueface. to use it you can get a VOIP phone that connects to your broadband router or alternative buy an ATA that will also connect to your router but you can plug your existing phones to it.

Blueface will give you €1 to test the service after that you can continue using the service by toping-up (same as with mobile phones) if you like you could also move your existing phone number to them. Talk to them 1st as you will need to keep your broadband so I think you still have to pay for your line rental.

Blueface also has a forum so if you check there you answer might be there.

There's also Freespeech. But I never use them so no feedback on them.
