Play sound file through phone?

Working on a project for college, need to know if it's possible for a Java application on a phone to play a sound file into the receiver... If not does anyone know if this is possible with any smartphone OS's?

wait, you mean play into the receiver as in the bit you would normally talk into????

I'm doing a project for deaf people who may have difficulty speaking if they had to call emergency services etc
