Try www.dishpointer.com. It lets you select a satellite (28.2E in your case) and zoom in on your house using google maps, and it will give you the direction on the map, and the elevation and azimuth degrees you require (and also the LNB skew and a line of sight checker). Asking for the degrees is going to be fruitless, as it depends on your location.

Aligning a dish from some values you have written down is going to be nigh on impossible ....a frustrating job at best.

Your installer could just put the dish up for you and just leave you the job of connecting cables , why not do it that way ? He will have a meter for the job and it will take him no more than 20 minutes.

Otherwise you going to need a meter of some sort , there are various ones available here.

    http://www.maplin.co.uk/Search.aspx?criteria=satellite%20meter&source=15

If you insist on mounting the dish and LNB yourself , then you should get one of those meters. Otherwise its going to be a long day , and your signal quality will always be suspect.

Edit: Also , drip loops are very important , as your going to be bringing the cables in yourself I thought I'd mention that , just in case !
