Em it seems to be more for people looking to get a career rather than do a phd-is that the case? (and by extension people who want to avoid the job market for many years).

I thought that aswell but apparently there will be some colleges there such as the Open University, DCU, etc so hopefully they will have some information on postgraduate courses.
