Pain on top of foot

Sorry if this isnt the right forum for this.

Bit of history: Went over on my big toe about two years ago coming down stairs. Its never been the same since. I cannot raise it as much as my other big toe. Kicking a football is sore on the toe, as is any bang I may get to toe, especially head on.
Started running 5K runs about 6 months ago, gradually up to about 12-14K now. Any run more than 5K and the next day I'll have a pain on the top of my foot, lasting for 3-4 days.
Been to doc twice, got an x-ray, nothing showed up. Been to 2 podiatrists, tried bandages and special insoles, but no joy.
One podiatrist reckons bone grew a bit after injury and is restricting big toe movement, thus causing pain on top of foot.
Reckon I might have to try something else. Surgery maybe.
    Anyone any advice for me?
Should I just ring GP and ask him for referral to a specialist?

    Thanks in advance,
    Gar

Has any muscular problem been considered? Can xray or podiatrist diagnose this? What about seeking the advice of a chartered physio?
