You can ring dept of social welfare in letterkenny and ask operator if you are qualified for dental treatment, have your pps details to hand and prepare for a long wait on automated telephone system. Qualification requirements change on 25th birthday so you may be qualified up to 25 and then not the day after ( important to know this as you may get an invoice from dentist if your qualification for treatment ends before treatment begins ). Also make a note of dept of social welfare operator and date, they record all conversations so if there is any question over your qualification in the future you can quote date/person you checked it with. this is definitely worth a phone call because you are entitled to this benefit, you have paid for it.
