Anybody know if the J3 / J4 Blitzes are on this season?
Just had a look at the Leinster site and the J4 league seems to be starting a bit earlier this year.

No blitzes ahead of the leagues this season.

There were none last year either. Clubs pay a bond to the branch instead which is returned when a team has reached a quota of league matches played.

There was a blitz for qualification into the Spencer Cup this season. Stillorgan won the blitz (a Leinster Branch Penant was awarded), but lost to Monkstown in the first round of the Cup.

Thanks. When did the league start when there were Blitzes? From memory it wasn't until November?
    Can you remember?

It used to be late October/early November alright.
There were a lot of clubs calling for the blitzes to be cancelled because teams didn't want them. As soon as they were done away with, people started whinging for them to come back.
There had been a lot of trouble concerning the Spencer Cup over the last few years with the J3/J4 teams getting potentially annihilated by Leinster League teams so they decided this year to have a "Spencer Pennant" and run it as a blitz. There were to be two groups and the winners of each group were to play in Donnybrook for the pennant.

However, as soon as the word "blitz" as mentioned, teams started complaining about not having enough players back from holidays (in September) or that they weren't ready etc etc and once again the whole whingefest started. It was supposed to take place in Westmanstown the previous week but got cancelled due to foul weather.
Two of the three teams who eventually took part in it had already been scheduled to play each other the following Saturday in Bird Avenue so the 3rd team was thrown in and the Pennant was contested.

The structure will be reviewed soon enough and they are looking to do the same thing again next year.

Stillorgan lost to Seapoint, not Monkstown.
