Who controls the National Vehicle & Driver File?
Is it transport, environment or justice?

    Environment up to recently anyway.

There is a long list of people entitled to use it, e.g. SWS for dealing with penalty points

Is this long list, or at least the criteria to get on the list available online?

I think the most recent is SI 846/2005, which is not online to the best of my knowledge.

    here is a previous list:

So how do the likes of cartell/motorcheck etc. get access to this? Does anyone know how you go about doing this (for commerical reasons not just one off etc.).

For instance, like Merlin Auctions used to have the look up on a reg number to return the vehicle make and type, ezpass.ie and some other websites also have this, and in the UK for instance it seems to be easily available as I've been on websites which ask for the car reg or chasis number and it identifies the make and model (not just manufacturer sites)
