4 people move into a rented house, a few weeks later 2 people move out and 2 completely different people move in. Does the landlord need to be informed that different tenants are moving in? Is it a case that once you start renting out a house anyone can move in as long as the number of people doesn't change?

Landlord needs to know. Apart from the legal obligations the landlord has to notify the PRTB of the identities of his tenants, it'd be downright rude to have different people there without the landlord's knowledge.
Having the correct amount rent come in every month is likely all the landlord cares about, but there's also a chance they'll want to know who's living in their property.

Basically, you need to let the landlord know, though I can't imagine they'd have a problem with it unless you moved out 2 doctors and swapped them for 2 unemployed pyromaniac alcoholics.
