Is it possible for members of the public to join a reserve part of the coast guard, something like civil defence etc, or is it strictly for full time members.

    http://www.transport.ie/marine/IRCG/contact/index.asp?lang=ENG&loc=2071
That has the contact details of the Voluntary Service and Training Division of the Irish Coast Guard, give them a call or an email and they'll help you out, and yes members of the public can join the coast guard.

Read that link. it appears that you have to live within 10 minutes of a boat house to be able to join, i don't fall in to that category so it looks like i won't be able to join after all.

    Would you not consider moving?

Houses in costal areas usually cost a nice bit - howth, greystones etc

Depends on what you want I reckon. You could rent in Bray for quite a reasonable rate at the moment.

Apart from that, think about joining Civil Defense on one of their swiftwater teams perhaps?

Do the Civil Defense have many SRT trained teams? What do they get called to?

How busy are the coastguard teams like Greystones?

Where are swiftwater teams based, excuse my ignorance but what does there duties involve, training, can you got straight into the swiftwater teams or do you have to work your way up through the ranks?
Sorry for all the questions but i have no knowledge of civil defence, it is only from this post that i realised that they have a swiftwater team, i never knew that they did river rescues etc

I've never heard of CD swiftwater rescue teams either, I wouldn't get too excited about CD and river rescue, it's not really something the organisation does.
