I'd say it's not technically a scam. It's probably a genuine service, but as they say themselves -

"Please note: Because of the nature of the business there is no guarantee that you will be cast for a role. However, we do endeavor to get work for as many of our members as possible"

No guarantee of anything and the bigger their client list the smaller the possibility of any one individual getting work.

I'd give it the boot.
