I'm using Windows XP by the way. Anyway when I go to shut down the system or restart, it just hangs forever on the "Windows is shutting down" screen, but it wont shut down. Thus making it impossible to install certain programs that require you to restart your computer. Any ideas on what could be the cause of this?

Just started getting this problem myself in the last few weeks on xp. A faulty windows update perhaps?

Try to see what applications are running in the background before you restart.
Press Ctrl-Alt-Del and look at "Task Manager". Try to "End Process" as many applications as possible. Start with the ones that are not essential to the running of the actual system.
The lesser that is left, the less chance there is of anything interfearing with the shupdown/restart process.

I tried that and it's just the same. Is there a way to install programs by bypassing the restart computer shenannigans?

If the install application and routine has asked for a reboot, then no.
The reboot is necessary for lines of code to be inserted and/or executable files, etc (at immediate start-up) into areas that are normally locked out when the operating system is being used at full standard running mode.

Could be due to a "Power Option or Language" setting?

Have a look HERE First or HERE.

Create a restore point then try the following:

Insert your Windows installation disk. At the "Welcome to setup screen" hit "R" to start the Recovery Console. Once this has loaded type "fixboot", hit enter and try rebooting your system. It should help.
If it don't, repeat the process except type "fixmbr".

    Good luck.

Thanks for all your help. It seems I can't try Gadgetman's method because I'm using "multiple monitors". I think that may be the cause of it :(

The use of dual monitors won't be the cause of it but could prevent you from seeing the option in the power options.

Why don't you revert to a single monitor & see if it becomes available as a power option, correct it & revert back to multiple monitors.

If you have a problem uninstalling peer guardian and you think it might be a source of your problems try downloading Windows Installer Cleanup Utility: www.tinyurl.com/wininscle
Download, install (Right click and select Run As Administrator).
Go to your apps list and there you will find "Windows Install Clean Up".
    Run it.
You will see a window listing various applications. Select the offending programme and click Remove.

    Good Luck.

    "This webpage is not available.

The webpage at http://www.tinyurl.com/wininscle might be temporarily down or it may have moved permanently to a new web address."

can I get it from anywhere else

I have been using Peerguardian alright, so I got rid of it and tried to restart, but it's just the same as always. I also tried to change the multiple monitor deal too, but nothings happening.

I've come across a problem similar to this also.
What fixed it for me was installing uphclean.msi http://support.microsoft.com/kb/837115

Problem was related to the user profile not being unloaded at logoff or shutdown.

You can try editing your registry to cut the time that windows hangs around waiting for applications to close.

Always a good idea to back up your registry before you change anything in it just in case of silly errors. I used some of these tweaks and it made an enormous difference to shutdown time...just make sure you always save your work before clicking Turn Off!

After doing this, my windows installer is acting up. It's saying that installation package is not supported by this processor type. Please help.

I think that's more related to "Log Off" issues then it is to "Shutdown" ones?

Note Many shutdown problems are not caused by user profile unloading errors. For more information about shutdown problems, click the following article numbers to view the articles in the Microsoft Knowledge Base:

I would remove that feature Jerichoholic.

How to uninstall the User Profile Hive Cleanup service
    1. Click Start, and then click Run.
    2. In the Open box, type the following text, and then click OK.

    appwiz.cpl

    3. In Add/Remove Programs, click User Profile Hive Cleanup Service, and then click Remove.
    4. Click Yes.
