secure php file manager

    Can anybody recommend a secure php file manager (free or commercial)?

    I'm looking for something with roles so that an admin can upload/ delete/ modify/make directories and a regular user can just view.

    I find FileZilla excellent for managing files (via ftp), if you control the server then you can just grant this user read-only access. WinSCP is also great for this, both are free
