You need to contact the DVLA in Swansea and ask them for the form (i cant remember the name) that you need when you lose documents , they will post this over you fill it in and can fax it back to them, when they receive it they will contact the last registered owner to verify it has been sold and then post you a certificate of Permanent Export.
This is what you need to register it here without a taxbook.

Send a V62 to DVLA Swansea.

Online PDF form can be used. There may be a fee involved.

Or ask if Swansea could fax the Revenue office with details?

    Main switchboard is 00 44 1792 782341
