'Mulching' over grassy/weedy area

    Hi Guys,

    Just looking for some advice on the best way to go about putting mulch over an area that is currently grown over with weeds and grass. I have pulled out all weeds etc and am going to cut the grass down as low as possible. Then I intend putting weed killer over the area, then laying the plastic liner and then putting mulch on top. My question is, after weeding, do I need to rotivate/dig up the area before applying weed killer or will it be ok just to put the weed killer onto the area straight away? Will the grass grow through the plastic if it has not been rotivated?
