First step is to get on the waiting list of an assessment. If you're in Dublin ring 6201100 and they'll tell you what to do.
You will probably wait about 2 years to even start the assessment. Then there is paperwork, a preparation course and social worker visits. The assessment may take another year.
They if you're approved you send paperwork to China, or whatever your country of choice is and wait some more. The waiting times in for referals from China have increased in the last couple of years, it's about 2 1/2 years now. Other countries are much quicker though.
Consider joining a support group like the IAA, www.iaaireland.org. Also check out the adoption discussion group on www.rollercoaster.ie. There's lots of information there.
    Good luck
