Skype without having PC turned on?

I currently have Blueface and my Netgear ATA router is where all my calls come in and out Via. Is Skype the same? Can I configure my Skype account to be signed in all the time without my PC being switched on and logged in? Or would I have to buy a special Skype phone handset?
