Licensing error messages

Here at work we are running SBS 2003. The server occasionally shows the following error message

"Warning: License usage for a product licensed in per server mode is nearing the maximum number of licenses purchased. Consult the application event log or licensing from the administrative tools folder for more information"

In "licensing" it shows that there are 5 installed licenses and the maximum is 8.

    What does all this mean?

Does this mean that we need to purchase 3 more licenses (do they come in 5's?) If so what type of licenses are they and where can we get them.

    Edit:
It also seems that the 5 licenses that we do have have not been activated or set to "per user" or "per device"

Is there a grace period or so that these errors messages are only occurring now?

The application logs show the error messages since august 06! Any particular reason why they would start appearing on-screen now?

MS SBS 2003 comes with 5 licences - not sure about the activation part of your question.

How many users are there on your network?

Are new users logging onto the server since Aug 6th?

Any new applications running since Aug 6th?

I meant that the errors messages have been showing in the logs since August 2006
