Payed by paypal, can a do a credit card chargeback

    I bought some items about 2 and 17 days ago off a site called Ioffer (which works like Ebay). The seller has very good feedback so I thought it would be ok. Anyways, the first tracking number he gave me never worked, then he says he gave me the wrong one which I thought would be fine as it arrived in Ireland..........only to be signed for by someone in Louth with a completely different name (got proof of delivery picture). So I told the seller to refund me and he gave me yet another tracking number today and he said it would arrive in 2-4 days.................this package had already arrived in the States last week. Anyways, I paid by paypal and since its not ebay, paypal wont care one bit. I hear people mention chargebacks but I never do one before in my life. What exactly can i do in this case to get my money back (seller was in China). Any help would be appreciated!

    If you paid by Paypal you can challenge the payment for non-receipt. If that doesn't work contact your credit card company (presuming that you funded the transaction with your CC?) and initiate a chargeback for non-receipt of goods
