    Are they FRS radios (as indicated in the picture) or PMR?

    The manual says that this model is FRS/GMRS only. Therefore AFAIK, it cannot legally be used in Europe.

    Although PMR is the standard in Europe FRS might still be legal in some Euro countries. Just not here afaik.
