Lucan Harriers have an outdoor track (opposite Superquinn, between Hillcrest and Finnstown Abbey on the linked map).

    It's not a "proper" track but it's a start.

There is a similar one beside Clontarf Road DART station (quite clear from satellite view)

Tallaght Athletic Club on the Greenhills road, just before the village has full sized floodlit track. It is currently being upgraded to a tartan track and is therefore out of commission. It was expected to be completed in the Autumn but the weather is certainly not helping the work programme.
It is a members facility so I would expect that you would have to join the club.

The "track" in Trinity, as good as anywhere in Dublin for a bit of speed work. Great grass surface.

    Trinity College?

    Where's the track in there?

The cricket pitch. An amazing surface and if not too wet (unlike now) is great for speed work and a nice break if you are running hard on the tartan a lot. I always do a shake-out a couple of days before a race there.
