Wireless broadband - who provides the best service in Limerick area?

I have a friend who has recently moved to Limerick and is looking to get connected to wireless broadband. Any recommendations on who to go with or who to steer clear of?

If possible, she would like to be able to subscribe to roaming wireless broadband, if that's what you'd call it, so that she could connect for example both in the college and in her house. What are her options on that front?
And if she was to be able to subscribe to something like that, how much would it cost for one of those things that you need to connect to the usb to be able to pick up the signal? Or would that come free with the package anyway? What are they called anyway? Not the modem, would they be some sort of decoder?
