Rush - St Maur's Pigeon Loft

I thought the 'pigeon loft' on the steeple of the old church in Rush was some sort of temporary structure connected with the ongoing building work. The church is being converted to a library by Fingal County Council and, from what I hear, the structure is part of the design and will remain in place.

Does anyone know what it is and what its purpose is? Personally, I think it's awful looking. :(

    Any opinions? Thanks.
