Resizing an image

any help would be appreciated.. how do i do i resize a picture The picture file mustn`t be smaller than 600 x 600 pixel and not bigger than 1000 x 1000 pixel. - The file has to be in JPEG format and this is what i get Unfortunately during transfer and processing of your cover an error has occurred. and this is what i get

just open up the image in Paint (available under accessories in your start menu). inside paint, go to the image tab and the option to resize is right there.
