I e-mailed a friend of mine whose boyfriend runs his own small driving school.

This is her reply:

All you need is a full clean license and he can apply to any of the driving schools.

If he wants to setup on his own, it’s the same deal. In this case, you need a full license and a fully insured, taxed, NCT’d car, with dual controls and a roof sign.
