would anyone have a ball park figure for digging out, and laying a foundation & concrete base to take a garden shed/workshop made out of 4" blocks all round?

I also estimated that the shell will need about 250 blocks, so also looking to see roughly what it would cost for someone to supply and erect the external walls?

Based on the info you provide, which isn't a lot, I get a size of 9'0" x 9'0" so I would cost the works to walls finished at €1,150 without roof, door, plastering. This is just pouring a base and using it as a floor and to support the walls, coal shed type of build, and is suitable only for this and general garden use.

4" block, even plastered, isn't good on its own.
