I know it's kind of a stupid question but how do people make their in game worlds for games like Fable and oblivion?

I was thinking software like sketchup or 3ds max but wasn't sure.
    Does anyone know?

Probably using something like 3dmax. I assume it would be the same principle as creating character models, but on a much larger scale. I remember reading they use different programs for different thing, par exámple : a specific program for trees or water.
