PC to TV for mame conversion

    Hi,
    I am currently building a mame cabinet (arcade emulation) and have decided to use a normal tv for display. I am using an old compaq hp evo pc and bought a vga to scart cable.
    I thought i could just plug it in and away I go?
    When I plug it in its flickering black and white and you can kind of see the pc display every couple of seconds.
    I tried using an old ati rage card (no s-video out just vga) but that didnt help.
    Is there anything I can do config wise or will I simply have to buy a graphics card with s-video out?
    another thing is the tv only has scart and an rgb on the front, no s-video
    If I bought a card with svideo out could i use one of those scart adapters with s-video input?
    I am looking for the cheapest solution.
    any ideas anyone?
    The tv is a philips 21", i am guessing about 6 or 7 years old, bought it last night from adverts.
    Any suggestions greatly appreciated.
