Tax relief/rent allowance - renting from family

my girlfirend and i rent a room to her brother. he has been out of work since january. 2 questions..... 1. can he claim tax relief for 2007 even though his sister owns half of the house. 2. would he be entitled to rent allowance from social welfare since he was made redundant. thanks
