some of the old parts of our building are still on 10Meg, wil this effect the VOIP?

    re-cabling or just bad signal?

It shouldn't. I'd need more detail of what you're trying to do to know. A voicecall is normally about 64k but it depends on the number of calls etc.

Well as far as I know there is 4 RJ Jacks in that room all running pc's but will be hopefully be VOIP phones & PC's off the same jack.

They go straight back to the switch in the main server room.

If you have some parts of the building on 10Mbps connections it is likely that they are on a hub and not a 10/100Mbps switch. This could affect the voice quality as the connection is being shared and you have a risk of packets being dropped (CSMA /CD stuff).

If you are getting VoIP phones to operate in the area I'd sugest you splash out on a new small switch as well - even a chance to get a Power over Ethernet switch and power the phones directly from the unit but you need to make sure the phones can support this feature.
