I have €19 on my PayPal balance. I won an auction for an item for €21. I have €3 leftover on a 3V voucher. My question is: Is it possible to pay for the item with the €19 from my balance and the rest from my 3V voucher? Thanks for any help!

Yes, you should be able to do this, as long as the voucher is registered on Paypal. They should normally use the cash balance first, and then try for alternate sources when the cash runs out.
