If I buy an item 2nd hand on Ebay say for $100 but it is worth 300$ new, is Duty and Vat charged on what I paid or what is worth new

If I buy an item new on Ebay say for $200 but it is costs the equivalent of 300$ , is Duty and Vat charged on what I paid or what it costs here in Ireland

You pay on what you have paid including postage costs, not on what the value of the item is here :)
There is no difference between new and used items when they charge duty.

How do customs know what I have paid for the item

It has to be marked on the package. Alternatively, if it's not marked, or if customs want to, they can open it up and assess a value. You then pay vat and customs on the value they choose, with essentially no comeback.

What if I get the seller to mark a lower value on the package than I paid for it !

I found a few times if the value isn't marked they will send you a letter asking for the invoice to be faxed to them.

It's illegal, and the package wouldn't be properly insured. But it's not unheard of.

Again though, if customs don't think the invoice gives a correct valuation, they will slap their own valuation on.

I knew if you got an plasma marked as $10 even with an invoice they might sting you for more. But say an item like an ipod with a very fixed price, do they charge duty & vat on the shop value, or on the shop value minus the vat & duty that would already be on it?

The full value from the shop inc. VAT & duty + freight cost.

I understand they charge that on an ipod coming in, e.g. say bought from the US where you already paid VAT and price declared correctly.

What I meant was in the case of an incorrect valuation, e.g. a plasma at €10 they will go off and revalue it. So do they go to powercity and get the current price of €1000, or do they exclude the VAT and duty from the powercity price? and then apply the VAT.

It would seem unfair to be essentially paying VAT & Duty twice on stuff.

You've just been caught by the state trying to cheat them, do you seriously think you'll have a leg to stand on claiming they are unfair? :pac:

Now theres a nice accusation!, what if they legitimately forgot to put the invoice in, or put the wrong one in. I am just wondering how they do go about valuing goods. Do they go to shops? get manufacturers RRP, include VAT duty.

I also wonder what happens with odd items, like artwork, who values that etc.

The company I am in imports stock some of it is 1/10th the price it would be here, in that case we could be open to the customs "cheating" us, could they go "ah lads, that costs 10 times the price here, and we will charge you VAT & duty on the price it would be with the VAT and duty already on it."
