Picking up/stealing items

    Some items seem to get muted when you pick them up and some don't. What are the rules for that? Can I pickup an enemies item and use it(I remember somebody dropped an eagle horn and I ran in and yoinked it and it worked), can somebody on my team buy an item and give it to me without it being muted?

    Also, wtf is the thing I have boxed in the screenshot below?

    Yeah if you buy an item and put it down, it will be muted for anyone else. However if you buy an item and give it to someone, it will work. If someone leaves a game, all of their items are auto-Un muted, so you can take as many as you like.
