    I don't have a PS3, but I would be shocked if a PAL PS3 didn't output in 50hz by default

American games don't support 50Hz mode.

The setting will be to change between PAL and NTSC mode probably, not 50Hz to 60Hz.

That will teach you to buy cheap and awful Black Diamond TVs in the future.

You could try using a scart cable for the PS3, a proper scart cable not the pack in cables, in the primary scart socket. Even if it doesn't work you'll get a huge jump in picture quality in all gaems for around 20 stingers. RGB scart is a universal standard and should be supported by your TV.

Should be in the system or video options, not too sure.

However changing that in the options is not going to work. When running an import PS3 game the PS3 will automatically go to NTSC 60Hz beacuse the american games will not run in PAL 50 Hz mode. The problem is entirely to do with your TV.

That lead you are using is absolutely useless and not a true scart cable. You'll need an true RGB scart cable which should be available from most game stores (A PS2 one will work as well). However this might not work. The tv might have scart sockets but they may not be wired for RGB scart. Sometimes it's only the primary scart socket that is wired for scart (as in the ext 1 or AV 1 channel). If it is wired for scart you will get a dramatic increase in picture quality and 60Hz NTSC should work. If not you'll have the same awful quality picture and black and white signal. Remember to enable RGB scart in the video settings on the PS3.
