I live in an apartment with a decking balcony.

How do I clean the moss and dirt without all the crap falling down on the neighbour’s balcony beneath?

A potentially tricky problem there. In the circumstances, the typical methods (power washing, chemical treatment) could lead to a heated problem. Depending how badly soiled the boards are, removal will only be half the battle. You're well aware of key issue - avoiding the crap falling below.

Perhaps a two man job, one scrubs board whilst the other hoovers loosen debris. It should be possible to apply the chemical treatment to treat boards but only after you're satisfied all most/all surface grime has been removed.

As a precaution, you could advise neighbour below, and provide some covering to protect deck from spillage/spoiling.

    Good Luck
