    Any chance it's the pads?

Nope. Locate the ABS computer - it has a LED which flashes the code. Prob a dirty sensor or something simple.

Dunno where the ABS computer in the prelude is; probably behind a panel in the back, or in the boot.

(ABS computer is not the ECU)

Your abs works by a toothed ring around the cv joints. A sensor "counts" the teeth as the rotate. Had abs problems in my accord, it was dirt and gunk blocking the teeth of the ring. cleaned them off and it was fine after.
