Anyone know how to get the light 'halos' or rings that can be ssen in this picture? Is there a brush set that I can download?

    Any help would be appreciated

That's called Lens Flare. It's in the effects on the top menu, can't remember what category it's in.

In Photoshop go to >Fliter > Render > lens flare. (top menu)

You can play around with the settings.

I find it handy to make a new layer for my lens flares. Make it solid black, add the lens flare and change the blend options to screen.

This makes only the lens flare visible and it's editable aswell.

agree. you can get nice effect (depending on image) if you make two layers of lens flare and glow one of them ... diffuser works well ... used sparingly it adds a 3D to the flare ...
