I downloaded the latest version of netbeans and cant find any bean editor.

The netbeans tool seems to have disimproved from early versions.
There is no way to create a bean project.

How can I access the bean editor so that if I create a java beans class I can visually change its properties?

I think you downlaoded the wrong netbeans pack.

Download the one with J2EE included, also make sure you have all the plugins that you were using before.
