try t-cutting the lenses if they're plastic and opaque, see here for details
    http://www.myfto.co.uk/peeling.htm

you should also upgrade to HID's, the 323f was one of the first cars to have projector beam headlights, and they're never great at the best of times.

The car is getting on a bit so it could be due to low voltage at the bulbs.

First check if your car is generating the correct voltage - should be around 14 (unlikely to be the problem, but check it first to save wasting time on other things).
Then check the voltatge across the headlamp when switched on - it shouldn't be more than half a volt lower. If it is, you will have to trace where the voltage drop is occurring - and remember it could be on the earth side.

If the voltage is OK at the bulb, try replacing it - they do deteriorate over time. Check out condition of reflector and lens.

If all else fails, consider upgrading.

looks like upgrade only option, seemingly they are one of the first projector beam lites and all 323f's are cr#p,hid upgrade but cheapest decent one is about 100 yo yos and like the rest of the country im broke

i have three 97 323fs its a common problem wit them. best things to do is get stronger bulbs or simply get a set of spots for the bumper. dats wat i did.
