Have you tried manually opening it with the application that created it ? What created it as that will have a bearing as well... Word etc. are pretty good at recovering from temporary files.

by scrap doc do you mean a damaged or corrupt word document?

Right-click the document scrap, and select "Copy"
The info in that scrap is placed on the clipboard where you can paste into what ever app you like (Word, etc)
