In a baseball game who determines and attributes an error?. Is it the ground staff officials or the men upstairs?. Basically how is an error attribted?.

Also does an error count against a particular players statistics and if so how?.

There is an official scorer (from MLB) at every game who attributes errors on plays.. An error is deemed to be made when a player doesn't make an out which he ought to have. (eg drops the ball or fumbles and can't get the man at first then). Errors made by players exists as a stat by itself. Also every player also has a fielding percentage stat and errors help make up this stat (total putouts % total chances (expressed as a percentage)).

I think the scorer is generally a hometowner, so often times what should have went as an error for the visiting team gets ruled a base-hit, just to increase the batting average of the home player.
