Does Graffitti breach planning ?

Hi semi-d neighbour's shed has been covered in the most disgraceful graffitti imaginable for the past 18 months.
I spoke to him about it and he apparently lets his teenage son + mates use it as some kind of recreation.
Obviously the shed is visible from my back garden (it is impossible to avoid looking at it).
I'm wondering if it is breaching any guideline ?
I want to check my facts before I tackle the subject again.
    Regards
    P

Take a few photos and then go to your local planning office and discuss the matter with them.

I can see this turning into a legal scenario (which we don't allow here) so I am preemptively locking this thread.

To be honest, it doesn't breach any planning laws. An exception to this would be a finishes condition.
Its quite hard to define Grafitti legally, and the above case would not count in almost all definitions.
As avised, try the local planning office
