I heard a few months ago that there was to be an upgrade on the existing radio network, is there any truth in this?

I'm afraid you'll have to be more specific, e.g. which Radio network are you talking about there are a number of them.

    AM/FM Radio.
    Amateur/Ham Radio.
Radio Access Networks for mobile phones.
TETRA - Terrestrial Trunked Radio (used by Luas staff I think).

You're going to have to be more specific when it comes to asking questions or else you won't get an answer.
