Someone told me, unreliably, that there's going to be really cheap flights available from Ireland to LA this week. She didn't know the specifics though. Has anyone else heard anything about this? I assume it's through Aer Lingus.

Usually there are gonna be cheaper flights from Europe to US. The reasons are growing competition and liberalisation of the businesses between US and EU.

Also I heard somewhere that they both had signed some flight agreements or something..

Did they give any reason why this week might be so special?

The agreements are not only for a one week.. They will stay like that for a longer. ;)

I was speaking about Faith's friend.

I think the "agreements" you're thinking of Open Skies, which has been in operation for months now.

From what I've seen and anecdotely heard, flight prices seem to be going up due to increased fuel costs. Air Lingus in particular seem to be increasing their fuel surcharge every 5 minutes!
