Quick question regarding hubs

I had an anooying jingling I suppose you'd call it on my new bike (a few weeks old) and I have narrowed it down to the hub. The metal ring on the inside of the hub - I presume it's the dust cap - is loose ( not off completely just loose).
Can I just tap it back into place and see how I get on or should I strip down the hub?

I am no expert but from your description it sounds like the cones may need to be tightened? I had to get this done recently with a wheel, there was play in the axle.

Have a look here and see if that makes sense.
