I have a dell inspiron 1300 laptop, about 2 yrs old now, and when i hit ctrl and f11 on startup i get a message on the black screen saying CANNOT RESTORE.....I just wanna wipe the laptop to start over, but whats the point of including a restore function if it doesnt work!?

do you want to wipe the drive totally and then reinstall windows or do a windows recovery?

if its a blank and reinstall look up dban. its a surefire way to blank the drive.

inserting the windows disk upon boot would do it also. i realy dont understand what it is you want to do...

No I dont wanna wipe it, just want to reinstall windows yeah, using the convenient on-board D*LL ctrl+f11 utility, which inconveniently does not work....i had the exact same problem with a packard bell PC where the reset to factory settings didnt work either, so i had to wipe the hard drive, utter nuisance
