I am considering buying a second hand watch from the US and was wondering am I still required to pay customs and excise duty on second hand items? The watch is costing 2000dollars so if its a case where I'd have to pay tax I would rather not order it.

Pre-owned or new makes no difference, if it has value, it attracts VAT.

    thanks jo el,

Any idea how much I would have to pay on 2000 euro? I'm thinking it would be a couple of hundred? Would I be better off getting a plane ticket and going over to pick it up myself.

Import duty will be between 5-15%, say 10% at a guess. That brings you to 2200 euro. Now VAT on this will be at 21%, 462 more, plus courier handling fee of 15 on top of all that so the total is almost 700 extra for you. Flight to NY can probably be got for around 400.
