does it have to be fancy frames?
Or just plain red blue black etc?

Just plain black will do. Is there a specific tool for doing the ones with sigs or do you just paste the image onto a black background layer?

The way I do it is:
Canvas size - increase in all directions by X pixels and select background colour.

try the gimp for free - takes a bit of learning but darn fine all the same.

    open your image in it
    go to filters menu
    go to decor

you got a few options there

    but select add border

Its quirky but really powerful - http://www.gimp.org/
