Not used this but Mpeg-to-dvd-conveter should do the job. Only $25.

most dvd player play back mpg/mpeg2 files copied straight to disk
mpeg files might need to be less than a 1gb on size and dvd usually has to be an iso data disc

super is a good all round converter that will output dvd complient files

tmpgeng dvd author is good, should be able to download a 30 day demo of the software

    video2dvd
    main features:
    1. convert avi and other popular video formats (*.flv, *.divx, *.xivd, *.avi, *.wmv, *.mkv, *.rm, *.rmvb, *.3gp, *.mp4, *.mov, *.ts, *.ogm, etc.) to DVD or ISO image file.
    2. download youtube video or other video share website video, and burn it to dvd,
    3. include a lot of beautiful dvd menu template
    4. support photo slideshow to DVD,
    5. Supports .srt . sub .ssa .*** .smi .psb .tex .idx subtitles
    6. easy to use, only a few clicks.

DeVeDe is free and has no watermarking.

    http://www.rastersoft.com/programas/devede.html
. Launch DeVeDe as you normally would
    2. Create a new Video DVD project and select your interlaced file
    3. Expand the Advanced Preferences options and you should now see a row of TABS
    4. Click the "Quality Options" tab
    5. From the De-interlacing group, select "Linear Blend"
    .
DeVeDe will also join video files when you create an ISO of a DVD. I found this useful feature by accident.

Super is very good too like eol has pointed out, use that and dvd burning program like Nero and you are sorted
