    What does this mean? Does zulu refer to some standard military time or something?

    Yes it does. Zulu designates Greenwich mean time and allows for co-ordination and un-ambiguous timings no matter where in the world operations may occur.

    Well, if you want to be really picky, it refers internationally to UTC (Co-ordinated Univeral Time) except in the UK, where GMT still rules, or elsewhere prior to 1972 which is when UTC came into effect. For practical purposes, the two are as near as makes no difference. (There's a small variance, about 1 second, allowed)
